大塩 平八郎
大阪で与力（現在の警察捜査官）に就任した25歳の大塩平八郎（1793〜1837）に、事件の 容疑者から菓子折りが届けられた。その中身は小判だった。奉行所（現在の警察署）の中には 賄賂を要求する捜査官も多く、平八郎は愕然とする。さらに、弓削新右衛門という裏社会を仕切り、手下に強盗や殺人までさせる与力がいた。
